Meet Shannon Locke

Shannon Locke is a longtime San Antonio resident, has practiced criminal law for more than two decades and is Board Certified in Criminal Law by the Texas Board of Legal Specialization, a distinction achieved by only a small percentage of attorneys in the state.

Over the course of his career, he has tried more than 200 jury trials and handled thousands of cases ranging from murder and aggravated assault to drug offenses, DWI, and domestic violence across Bexar County and South Central Texas.

Before attending law school, Locke worked as an Executive in the private sector at a Fortune 500 company and later dedicated his legal career to representing individuals in the criminal justice system.

Known for putting clients’ needs at the center of his
practice and for his willingness to take complex cases to trial, he has earned statewide recognition from multiple professional organizations for his work in criminal defense

Transparency That Rebuilds Trust

The Bexar County District Attorney’s Office is our community’s law office. It is
well documented that trust in our institutions is at an all-time low. The Bexar
County DA’s Office has suffered from this society-wide problem. Locke’s first
priority will be to re-establish the trust the community has in its prosecutor’s
office. He will do this by opening the doors of the District Attorney’s Office to
the public. This includes clear, consistent reporting on case outcomes, plea
agreements, prosecutorial decisions, and the use of diversion programs. How
decisions are made and why they are made will be explained consistently and
clearly to the general public. He will establish publicly accessible dashboards,
strengthen communication with victims and families, and ensure the community
always understands how and why decisions are made

Experience That Delivers Real Results

With more than two decades in criminal law practicing throughout Texas in Federal and State Court Locke has seen what works and what doesn’t work in
our criminal justice system. He will use his experience to develop a culture of
excellence at the District Attorney’s Office. The District Attorney’s Office will focus on finding out what problem lies at the root of each case, and then work to craft solutions to those problems.

Accountability at Every Level

Locke will implement a culture of responsibility, holding offenders accountable,
holding the DA’s office accountable, and holding himself accountable to the
people of Bexar County. This includes strengthening ethical standards,
improving oversight within prosecutorial units, ending politically influenced
decision-making, and ensuring fairness regardless of background,
neighborhood, or income.
